Yeah, hate to say it though, but the JLA has a lot of heavy hitters with the Martian Manhunter, Superman, and Ion, and the Outsiders have only one Metahuman.

Alright. The JLA has 2 to 1 odds. That means they've got, according to Gargan, the best chance of winning. He expects most people to bet on them . . . and at 2 to 1 odds, every bet is worth double in the pay off.
To lure people intop betting on other teams, and therefore make a profit, he assigns the other teams increasingly higher odds, dependiong on how likely they are to win. Take the Tiutans. Where a bid of $1 on theJLA yields $@ if they win, that same $1 bet on the Titans, should they win, os worth $5.
Hypotehtically speaking.
