I'm trying to think of how to put it succinctly. It's the story of a thirty year old Japanese woman working out her self identity issues by unraveling the conspiracy that tore down her childhood heroes into prostitutes, murder victims, and drug addicts. The catch being that her childhood heroes were a mahou shojou superhero team. It doesn't really do justice to the idea, but that's it in a nutshell.
