It does make him lose chakra, just not a lot according to the description.

Ok, but do you know the size of a village. You would lose all your chakra trying to perform a move like that in a village. I mean, Demon like shuts down for a entire day before he can move again using his village destroying move...

Dcme: The technique was approved in 2006... back before everyone was strong and everyone thought it would take awhile to get to the point we are at now...

Well how would you feel if someone could control your thoughts, to the degree were they could cut off your nuts and make'em eat it and be happy about it...thats what your are your a Confessor oh god I thought we were going to stay away from the Sword of Truth series.
