Dragon tail is the whole purpose of the set, most people run a dragon dance set, but DT, has a -6 priority, so bulk up is better, add stealth rock and spikes support, and spamming DT might make people rage quit,
it's almost like a psuedo shadow tag, if someone tries to switch in and it isn't clean, the incoming pkmn takes entry damage, DT damage, and gets thrown out

TBH, I think shed skin would be better for your purposes, since you are slower, and will be D-Tailing, your bound to incur status.
its a good set and should work out just fine... with the entry hazard its good, I was running a lickilicky with D-Tail on a team, I love lickilicky, it makes me sad that they nerf'd explosion cause that was the main thing that made him good, he could 1HK0 almost anything with explosion.
