V Knows that Lithium is rather effective in treating bipolar (besides that poisonous bit you have to watch out for).

V knew that you have to pay for your American passport by check or money order (I didn't know that till I had to pay, thank goodness I carry my check book with me!) and knows how much it costs to get an American passport.
