It really depends what you're attacking what with it running off the opponents attack. I was looking at Confagrigus's page in Bulbapedia and apparently you can't trade them over the GTS without nicknaming them first. It seems kind of silly that no one in the entire team working on the regional adaptation noticed that there was a word that people might find offensive in the name of one of the pokemon. sweatdrop

Foul Play could be useful. For starters it can be used on a special based pokemon as well as it would on a physical based one. It would be useful against a pokemon with a raised attack stat but it would probably need to be paired with a focus sash to counter Dragon Dancers. It wouldn't be very effective against the majority of pokemon who are weak to it. Psychic and ghost types tend to be more special than physical.
