I'm not sure I quite understand or not: How do you determine your CPS level? Is it based on the chakra points for all the jutsu you know?

lets say you learn the rasengan (1500 skill points) and shadow clone jutsu (800 skill points). You would get 2300 skill points added on to your total amount of chakra points as well as the two techniques being added to your technique list
