It would basically be using made up characters to rule until the positions are filled. I've done it before with other guilds and it worked great. It also allows for the person using the NPC's to rule to actually do something with his character outside of simply rule and train.

No nation will be ruled through NPC, that can go very badly in many different ways. Loopholes and such, plus it would be unfair because if one was to attack a city, they'll be fighting a rpc that doesn't exist at all or anything. Plus no work was made for them to reach their level of power or anything.
@Fall: Your idea is...risky but makes things possible. I thought about that but I honestly don't think it would be smart. Some of us likes to destroy cities and their kings not for power but for fear and simply humiliation of the entire nation. Leaving the city in burning ruins.....
But you can ask Fenrir about that

Actually, my method would not make me kind. I had told Fenrir that I could make a separate character sheet that would serve as Fronta's ruler, and create other NPC characters to use to teach the students. My character would gain no benefit to this, and I also would PM Fen for permission before giving my character any sort of rank up or promotion.

I'm not gaining anything, either. I'd rule Fronta, but as a weakling. I'd rank as usual, and gain no benefit besides rule.
