 The short answer for that is no.
Using rare candies does nothing more than increase your level. If your Pokemon is properly EV trained, it has no effect on it other than allowing it's stats/level to increase instantly. Actually, you can level up as fast as you want so long as your EVs are in place before it reaches level 100.

Actually, it doesn't matter how many EVs you have on it, as long as you don't level up to 100 before you place all of your EVs then it will be perfectly fine.
It has been a while, Ryuu. I've been alright. I'm excited about this game, and yet I'm disappointed over the Wi-Fi, so I'm not looking forward to beating it. How are things on your end?

Snaps: I feel ya. No clue why they changes it. It was working so well before getting things up to 50 was a pain as it was 100 is to much. I'm good actually life is life, but a good life none the less.
