I think that is rather clear. She is not wearing a skirt, but shorts, the lines are to show the rounded shape of the body by indicating how the pants do not run staight across from one leg to the other within the line of sight as a skirt would, but around each leg. It is actually a bit difficult to explain, but I think it's rather simple to grasp... perhaps that is because I am somewhat a artist myself, as far as one who sketches anime-ish style characters in thier free time can be called such.

Yes I understand, she is wearing a skin tight shorts and shirt, my mind was someone combining them into one such as in a whet suit.
