@Snappy: Hoothoots increase HP, to EV in Speed, goto the Power Plant by cerulean City and fight all the pokemon in the grass, if your pokemon is holding the Power Anklet while fighting them you will get 5-6 EVs in speed per kill, Also don't forget to stop at 252 (assuming you were counting) Absol excels in ATK, so I'd say not to EV in HP.
For Speed, With Power Anklet:
Spearow = 5
Voltorb = 5
Fearow = 6
Raticate = 6
Electabuzz = 6
For Attack, goto the water right beside where the power plant is
With Power Bracer:
Goldeen = 5
Seaking = 6
Power items Add 4 to the stat that they are made for, so if youcant get them just subtract 4 from each number and those are the EVs you get from those pokemon, also, don't forget that You can only have 510 EVs total, 255 per stat ( Though 252 is more useful). PokeRus is a very useful tool in EV training, It Doubles the EVs recieved, and it goes last so if your pokemon is infected with PokeRus double any of the above numbers, if you have any more questions (like where to train for specific stats) feel free to ask.
Berries can reset EVs if needed.
Note: If your EVs in a particular stat are over 100 these berries will reset them to 100, then they will remove 10 for each berry given.

The Frozen flame of Johto! That would be a huge help if I was past the Elite 4. I'm just trying to form a team that doesn't have so many weaknesses. Before now I had Arbok, Maganium, Raichu, Gyarados, Pidgeotto, and Alakazam. Now I'm working on filling in all the weaknesses my first team had. Now I have, Absol, Flareon, Raichu, Alakazam, Pidgeotto, and Gyrados (I've gave him moves to handle dragons.). Now I can take down my worst enemy pretty easily....Magnemite! My former team had no advantage on steel/electric types.

@Snappy: Ohhh, don't bother with EVing till you beat the E4 its annoying cause you can't access hotspots.
