stellarmagic Who is buying? I know we got sources for contraband at Celtros and the shadow port, but we have no buyers. The sector base for the Empire has imperial personnel, no politicians to bribe or galacticly knowledgeable citizenry to demand such goods. So aside from light demand from the imperial garrison themselves there's no one to sell to on my planet. And then theres the New Republic. And the natives on both your worlds who will probably develop an addiction to the stuff. Plus the soldiers on leave there who want to unwind will create a decent sized market.

I still can't visit any! What part of that don't you understand? I'm restricted to imperial space which means all I can do is troll round my base until someone adds an imperial world.
EDIT: So smugglers are going to run the sector base security force. Good luck getting clearance for entry, and even better luck delivering your cargo without getting caught. Sure they could make something if they did but the risk reward ratio there is obscene on the risk side.

I am a captain in the Imperial Fleet. I have no authority to do anything outside of military activities. That requires a higher pay grade.

He's not the only one who made the rules. The mods as a group did, me included.
Personally, I don't see what the problem is. 6 systems worth of people is a lot. There should be little to no issue with smuggling, or visiting the other systems. Hell, since it's technically a time of peace (for now anyway), everyone has free reign everywhere, so long as they don't break the law or trespass on military property.

You need to study the concepts of territorial integrity and sovereignty EK. The entrance of any vessel into the territorial waters of another nation is a highly provocative act, and many nations consider it an act of war unless the two nations involved have a treaty for free passage in others territory.
The same applies in space, each system is the territorial realm of the government that owns it, the entrance of any military vessel without authorization or invitation is a highly provocative act. Wars are started because of such things.

That could be fixed. We could always say that the local Rep and Imp leaders have a non-agression and free passage act.
Hell, that could even be one of Cale's goals: breaking the peace, and causing war.

And detaining citizens, vessels, and confiscating property of other national governments within their territory? Isn't that what I'd be doing if I operated an interdictor patrol within neutral territory? Isn't that also an act of war?
Plus you'd need to make a treaty with every single neutral system for that to work, not just between the opposing factions.

So you just negate the opposition's authority within other territory. They can police their own territoy, and only travel through and cohabit in the other territories. They detain any vessels, or commit any other military acts without the explicit permission, or blessing of the other government, then ya, it would be war.

No EK.
I enter neutral territory, sieze a neutral ship for smuggling and the neutral government declares that a provocation. Neutral territory is not international waters, it is owned by a government besides the two factions. This means that I can only patrol in my territory (1 system) or in unclaimed space. No where else.

Stellar, if you can't even enter a neutral territory, then a contested one isn't going to solve anything, because even contested is still considered "netural". It's simply a "hostile neutral", because you'd have the same problems debating which planets are under which government.
Putting up a contested zone is just tossing in another area which you'd be detaining citizens, vessels, whatnot. yet again another act of war which destroys the entire neutral areas.

Contested as in divided ownership. One planet has an elected Republic government, one has an imperial government. Thats contested. Both governments have a legitimate claim to the system and claim the system as their space.
Neutral space is a system where a local government that wants little to do with the republic or empire holds sway.
Unclaimed space is a system where no recognized government holds sway.
