Psychofish I, uh. I use the line tool, paint bucket, pencil, and eraser on MS Paint. So, uh... yeah. Does exactly what I want it to. It's just a matter of managing expectations. *thumbs up*

I use a completely different program, and I think for coloring things I use the program in a way that it wasn't intended for in any way, shape, or form. So I'm of no help here.

It should support layers, considering you can create multiple layers within the actual program. I just have no idea how to copy and paste the lineart layer to be stand-alone. It's like I'd have to do the line art in Painter, and if I did that it wouldn't look even at all since there's no error correction.
And yes, it's called Manga Studio Debut. The error correction helps me to get smoother curves when using a tablet, rather than those wriggly shaky things.
All I know is, I definately wouldn't cut it as a sniper. >>
Also, that guy in the MS paint thing looks like one of those Japanese right-wing nationalists that rides around in black vans intimidating people. >_>
