Konaga aren't overpowered if you read the information on them. Constantly being in pain is basically a b***h to have in the midst of battle.
The Kyuubi Jinchuriki on the other hand, has the more chakra than a Konaga. Hence, Unlimited Chakra.

.... Really? Rinko (or was it Riko?) was also a Konaga in Iwagakure, along with Shinji-- But, she is busy on the road of life. So, he would be the replacement~

Aside from it being very rare for a Konaga tolive past childhood, making it unlikely that Two will be in the same village, it really unbalances the power of the villages. Konaga is a very powerful bloodline, and I dont think we can have more than 1 per village. I already have it set to 3 maximum at any given time within the guild.

...so yeah, Konaga aren't allowed to be in the same village. Not officially members of the same village at least. (again, not sure what you want to do about Riko...)
