I'm an Imperial Customs Patrol. All I'll end up doing is trolling my base. The New Republic and the rather more timid Empire of the era only operate in space they control. If the systems aren't a member they're of no concern to us until they can be swayed to our side or our enemies. So we'll have nothing to do unless we attack each others bases.

The way things are what you actually have is a 2 system setup for everyone but the Imperial and Republic players. The other 2 are effectively denied to neutrals due to the security at such a base (Unauthorized personnel would be pursued to say the least). The factional players have 3 systems they can visit easily, and a 4th they can go to if they want to die.

But, all of the systems should still be visitable. Just stay away from the designated bases, and obey the laws, and you dont get in trouble

Well I think I should detail my problem with this current setup.
Item 1: Both Imperial and New Republic Forces must respect neutral space in order for any diplomatic advances to be made within that space. Violation of neutral space results in a major diplomatic incident and could send the system scurrying to the other side. Effectively they can only go where they are invited.
Item 2: Because neutral space is effectively a no-go zone the only possible places of combat are at the two opposing bases, and because these bases are bases for operations they are packed full of npc opposition making any PC initiated attack doomed to fail.
Item 3: Ergo the new republic and empire need a place to combat each other and flex their military muscles. In short they need a front line or target besides the other side's base.
Item 4: Due to security concerns at the bases of operation neutral players will find it extremely risky and not very rewarding to visit these systems thanks to shoot on sight protocols and so forth.
Possible Solutions:
The 5 System Solution: While retaining the current four systems a fifth system is added which is a contested region. Some planets on it are imperial, some are new republic. Perhaps there are resources worth smuggling or customers in demand of such goods to draw neutral players etc...
The 6 System Solution: Instead of adding a single contested system two systems are added with valuable natural resources and government aligned with the waring factions. Much like with the 5 system solution, resources for smuggling and customers in need of such goods should be included to insure the participation of neutral players.

I have another solution to your quandries, Stellar.
Neutral zones allow for military deployment in the form of contesting powers. Things such as dsitress signals, pirate raids, whatnot, are free to allow for either side to go at it, as long as they dont' fire upon each other. Chasing down insurgent issues, however, can be seen as a competition to gain favor of the neutral systems. To further the issues of NR and imp forces in each other's locations, the required ambassador talks can always take place.

And whoever controls 5 effectivelly will have the space needed to become the dominant power

Pirate raids? Distress calls? We aren't the Starfleet, we can only enter that space if requested by the government itself. Neutral systems already have stuff to deal with such problems already so why would they ask for our help (Until Cale's terrorists strike at least).
Additionally the task force we settled on is a customs force and that REQUIRES a border for me to patrol otherwise my formation wouldn't even exist in the sector.
This is way to restrictive, loosen up! Plus are you saying we're restricted to an initial number of systems to 4 and more can be added because if so why are we restricting it at all if more are going to be added down the line. You're stuffing all the RPers into a tiny space guaranteeing conflict between PCs and forcing that conflict has actually caused many of the problems we've had in other rps.

The combat solution seems pretty simple to me.
Cale's pirates wanna profit off a war, so they make some attacks on either side, trying to appear as the other side, so both the Imps and the NR are drawn into attacking each other over it, thinking the other side started it all, and that sucks in the neutral worlds, causing them to be fought over for any strategic importance, etc.
I mean, isn't the whole idea of the RP is that the sector is sitting on a hair trigger?
