couldn't you bypass the, need to be chuunin to make your own techniques, if you were to bring up the idea with a chuunin or higher, and work with them to create it?

Its was Saga Saki and I was listed in the Academy bracket. But I killed that rpc off and Zane made me PM the new once but their isnt even an Academy breackt...

An NPC is a 'Non-Player Character'.
...more or less, just a generic figure which can be used for a variety of purposes. For example, Guards at the gates, they are generally all NPCs, because no RPC would want to stand at the gates all day and see what might happen.
Basically, NPCs are used to 'fill the gaps' in a role play and allow people to get things done in a way that makes sense.

Health class nothing, you need to pay attention in life. I was barely ten before I learned what that was. And I never took a health class. There are many things you can learn by reading books or just paying attention to what's around you, that you might never pick up on otherwise.

What kind of books? And do you read them comprehensively, or just read through them and move on to the next? Shockingly enough there is a lot of stuff in books that most people won't pick up on. Hence why some schools have an optional test you can take on books you've read. The questions are always obscure points in the book that most people would miss.

comprehensively and it depends if it's a murder book i'll read everything but if it gets to some kind of romance i give it back i absolutly LOVE READING books on history of the civil war slaves and world war 1 jews and yet i can't pass social studies..
