Tips:
1. Talk to them every day, whether it be outside or in their houses.
2. Send them letters with presents attached everyday.
3. If they ask you to buy something from them, buy it from them.
4. If they ask for furniture or a fish/bug catching contest, participate if possible. In the case of the contest, never refuse, even if you don't intend to participate.
Other Tips:
1. Make sure to ALWAYS have at least one free space in your inventory. If you don't have a free space, a neighbor can't give you their picture, even if they (and you) want them to.
2. If you ever get caught without a free space in your inventory and a neighbor rushes up to you, quickly open your inventory and throw something on the ground.
Some neighbors are more difficult than others; it just takes a bit of patience and excessive attention.

So far, I have Caroline and Bud. I hate it when they rush up to you, start telling you about how they give pictures to close friends, then they just leave. D<

I'm not entirely sure how that happened, considering we haven't visited each other's towns. (KqdtliLdozi came to my town though.)
