Yes! It's me standing in front of the Sydney Harbour Bridge.

This effect is done by using long exposure (if you're using a digital camera, it's probably under night mode) and then moving the camera. Moving the people that are in the photo should also work. It only works in the dark.

It wasn't intentional in this photo.
