I didn't outlaw it, just highly discouraged it. Though it's true, we have way too much time
...well not necessarily time, but have the need for entertainment so to speak, and look for it in silly ways.

It's an interjection that acknowledges a point well made in an argument, an effective criticism or a hit in fencin'. Although if someone made a real good hit in fencin' I'd think I'd be more inclined to say "ow" than somethin' fancy like Touché

Touche is French for "touch." In fencing as a sport, touching the opponent noticably without drawing blood scores points, and said opponent usually calls the word as acknowledgement of it. Good sportsmanship and all that, you let someone know that you won't protest when they count out for who won.
