I'm pretty sure that as long as it's only a two or three year difference once the person hits 18, it's ok. But yeah, if it was an 19 year old and a 14 year old, it wouldn't be all good. 19 and 16 is pushing it...but ok, I believe. The laws differ between states, and other countries as well.

Because 15 year olds are younger than the age of consent(in most areas) it would be illigal for that couple to have sex. But being 20 and being attracted to a 15 year old is fine, and the same goes in reverse.
While doin' the nasty with a 15 year old dosn't make you a *****, it isn't exactly the most legal of practices.

At least that what I seem to be getting out of my research.
