Well if you've read the manga you would know, Lucy has a half brother, with horns. I don't remember if he had vectors though? I haven't read the manga in a very long time.

We never find out because Lucy kills his brother (and the director) before his character can be further developed.

The reason the director doesn't have vectors is because his Diclonius blood is diluted. However, other male Diclonius should have them, probably.

I think all the "randomly" born dicloniuses that were male died at a young age or something. Either way, the only male one's shown are watered down diclonai and don't mean a darn thing.

It was said that the Women Diclonai were stronger then then the men and that the men would die earlier then women. The Diclonius trait is mostly in women and not in men too.

Maybe it's an intake on "how would it be if female were a dominant race"? Males, in our society, are the dominant creatures in human and animal(I think). But since diclonius is classified as a "mutant", and not really human, I guess they just wanted it to be female-dominant?

No...male diclonii aren't useless. And I will explain in full detail why, right after I put out this warning:
LOTS AND LOTS AND LOTS OF SPOOOOOIIIIIILLLLLEEEEEERRRRRRSSSSSS!!!
IF YOU HAVEN'T READ THE FULL MANGA, AND DON'T WISH TO KNOW ANY PART OF THE END, THEN DO NOT READ THE REST OF THIS MESSAGE!
I'M FECKING SERIOUS, PEEPS!! DOOOOOOONNNNN'T!!!
DON'T DO IT!
I MEAN IT!!
DOOOOOOOOOOOOOOOOOOOOOOOOOON'T!!!
...Okay.
Now that that's over with, male diclonii aren't useless...because, for the most part, they don't exist.
The whole basis of Elfen Lied and the diclonii is the theory of the Mitochondrion Eve--the first female of the specie to reproduce. Basically, when a specie is about to evolve, mutants and mutants will begin to pop up, all female. It is not until the Mitochondrion Eve comes that this specie can truly continue.
The vector virus--the reason why diclonii keep being born--is usually spread to the males of our human specie. Lucy's case was different from this--her mother had the vector virus, which meant that any child she produced would be a diclonius, able to reproduce like any normal human. Lucy is the only diclonius able to reproduce sexually, something all other diclonii are unable to do.
Throughout the manga, and part of the anime, the Kakuzawas claim to be diclonii theirselves--they state that they do not have use of their vectors due to a long history of breeding with humans; however, it is later found out--in the manga--that, really, their people only had a small skull deformation--really, they were never diclonii in the first place.
In the end, the only one true male diclonius that is put into existence--in the manga, at least--is Lucy's half-brother, the offspring of Lucy's mother and Director Kakuzawa. Unlike the Kakuzawas, he actually has hair. (I have no idea whether it was pink or not...I suppose, according to the anime, it would be pink; however, in the manga, everyone had such a variety of hair colors--Nana had purple hair, Lucy's hair was a brighter pink, Mariko was blonde...it was all so confusing confused ) And also unlike the phony-diclonii Kakuzawas, he actually had use of his vectors.
Now, I know what you hardcore fans are going to say to me: "Lucy's brother never used vectors in the manga, so how can you tell!? YOU FAIL AT LIFE!!" But if you're like me, and look at the littlest details, you would remember a metal device in Lucy's brother's head--you know, the one used to control the Mariko clones?
If you have not yet read/finished the manga, or if you do not recall what the metal devices were for, let me explain--Director Kakuzawa, as an additional attack on Kurama, put into effect a cloning program which used Mariko's genetic structure to create a bunch of clones. In order to control these clones, metal devices were placed in their skulls, making them them the equivalent to what Nyuu was when her personality first showed--a limited vocabulary, protective, compassionate, and obedient. (though I don't think obedience was necessarily a trait of Nyuu's...sure, she was caring and would help others when asked, but, for the most part, she did things only because she wanted to. I digress...) Once these metal devices were removed, they reverted back to their normal, murderous selves and strived to kill all humans.
It can be inferred that, since Lucy's half-brother also had this device implanted, he did, in fact, have control of his vectors, and, to keep him from being a threat, Kakuzawa implanted the device in his skull, thus proving that male diclonii are not useless. =)
I WIN!! OH YEAH, WHAT NOW, b***h!!?
...You know, I thought Lucy's brother was adorable. o.O I didn't want him to die! ...But I can understand Lucy's reasoning at the same time. Oh, if only humans and diclonii could have existed peacefully together; but alas, Lynn Okamoto decided otherwise...
BLAH BLAH BLAH BLAH.

BLAH BLAH BLAH BLAH. interesting. my guess is because they were only half-breeds... since i never read the manga, i never knew about Lucy's brother wow i need to read the manga. I also didn't know about Mariko's clones...or any device. I really don't understand why if Kohta and Lucy were childhood friends, why did she kill his family? I was wondering if it was because he told her he was leaving and she thought that he wouldn't if she eliminated his family?

LilPinkCandy I really don't understand why if Kohta and Lucy were childhood friends, why did she kill his family? I was wondering if it was because he told her he was leaving and she thought that he wouldn't if she eliminated his family? Well...do you mind spoilers? If you don't, highlight the rest of this post. In the manga, Lucy explains to Kouta that she has always had two sides to herself--the side which wants to destroy mankind, and the side that wants to live peacefully with it. When Lucy saw Kouta with Yuka, she had felt that he betrayed her--that he never truly liked her. (You know when she imagines him saying, "I was nice to you because I like strange animals"? She truly believed that's how he felt.) She was then convinced that no human could ever accept her, allowing her murderous side to win her over. So she got on the train he was on and killed his family to prove to herself she could erase humanity and make a home for herself; however, after seeing how absolutely bereaved Kouta was after seeing his family killed, she immediately hated herself for what she had done.

Back to the Orignal question... Yeah i guess to a certian point the male D. is pretty usless.. but when you think about it the girls can't produce children like that on their own... so if me having to be bald with horns to make cute, pink haired, killing machines.... . . . . . .... i think i'm whiling to be usless... :3

BLAWR!!!!! WRONG! THOSE BALD GUYS ARE NOT DICLONII! NOT EVEN WATERED DOWN ONES.
At one point in the manga when that creepy director dude shows lucy her half brother and Lucy slices off his head she says that he was a fool thinking he was a Diclonii. She said the horns were just a bone mutation. So there was acctually never any male diclonii except for lucy's brother. So truthfully we'll never know about the male Diclonius.
