anyway:

well, i do understand her parents point about the paying for dance thing.
her parents really arent going to listen at first but she needs to explain to them she found something she likes doing better. she also needs to tell them that if she lives that far away they need to at least pay half the time because they probably are more financially secure. if she cant afford it they need to understand that, so she should tell them. she needs to not let them control her (im assuming shes around 19-23 right?) she is her own independant person and they will always go for the guilt trip route if they know that works....shes going to have to fight it...
once they realize it doesnt work they wont do it so much. screaming and crying on the phone also doesnt help with anything, even if they start yealling and screaming she needs to stay calm and be the grown up if her parents cant.
if she can prove to them she is mature and can handle herself they will respect her for that...
so try those things and tell me what happens...
