could i instead claim a cubone and have it evolve into alolan marowak?
Unfortunately you cannot, since cubone does not meet the specifications of the giveaway. You may, however, claim an alolan marowak and then combine it with an everstone to encounter it as a cubone, noting that it is "alolan" for when it evolves.
