Akemi Mercuraki There is A Series of kage legends in Kage these are all part ghost in Canon, but change to the so called Subtype Shadow after the type system is done. The Fire one is called Kagero or Heat haze it's a pun XD. lol

But Ice can be a Elite Four. It has to stereotypical Ninja Elements like Electric,Poison(might be a elite four) flying will eventually be the Wind which is a Split of the Flying type for Non flying wind users and floaters. We probably don't need Psychic, but Dragon and Fighting, Steel etc..would need considering? may be Dragon, Steel, Fighting or ICe, Poison, Ghost? If not fighting may be Fighting gym.

That instead of a gym representing a city, we use the Village to represent the gym. We have 10 cities, 8 with gyms and 2 for contests or movies. If a Village is fire then the we have fire columns in front of the Village entrance.
