Dude... I'm not going to allow custom weapons which just passively increase stats (even if it does also decrease a stat)
...the point of a custom weapon is to grant special abilities, or have unique properties within them. You're going to have to be more original in how you're using them. I can guarantee you however that Passive Stat boosts won't be allowed.

If by 'equip' you mean slipping the weights in yourself, then that would be simply nonsense, no offense. Also, adding weights to GLOVES does not get your whole body slower. You may have a slower punch, but you will definitely run as normally.
Like Cobra said, add a cooldown or a cost. Anyway, those are gloves, and you will for sure use them at least Five times [For taijutsu] if we had a nice and fair battle. So, you're telling us you would have a stronger fist each time you use Taijutsu? This is the point, you will use them always if we approve it. You have no cost for using it, so it does not pose a problem at all. Basically, you would have the Strength Attribute for free.

The point of weights is to make make un-flashy posts count toward physical training requirements for styles, [train], and to act as a way to hide your character's true speed. Wearing weights on their own does nothing to increase speed and strength. They just make posts of what would normally be moderate exercises count as posts of extreme conditioning. Kuro, remember how I said that the formula for momentum is massXvelocity^2? That means that speed is much more important in determining the inertia of an attack. Adding weight slows your body down and therefore reduces your inertia because your arm can only produce so much force. Yeah, wearing weights increases your speed and strength, but only in terms of [train], training for styles, and for giving the illusion that you are weaker than you actually are. Having them on won't give you extra damage when you're using them. So for all intents and purposes your strength damage stays the same when you have weights on or off, but the speed of your attacks is reduced with weights on.

ok geez, I was just throwing out ideas because I haven't the slightest clue as to what I'm going to do, how about when I use Suiton jutsu with them on it costs one point less?

Again, this simply gives an innate bonus, which is akin to the Chakra Control Specialty. You need to think more complexly. For example:
If you wanted to create a pair of water gloves which could 'do something' which would create a charge, which could then be used to create water, thus alleviating some of the stamina/chakra cost of your next water jutsu... that wouldn't me a bad idea.
...but that's the kind of thing a Custom weapon does.

kuro-uchi Special Properties/Abilites: The gauntlet on Raynn's left hand has the ability to increasing a Suiton Techniques strength by +1 at the cost of 2 extra chakra points. The one on the right can, at the expense of an additional chakra point, allow Raynn to preform Suiton techniques without the use of handsigns.
1. 2 additional chakra points to up the rank of a jutsu? I don't think so. that is WAY too strong. We have a Specialty which does this, but it increases the cost of both the Stamina and Chakra by 1.5x
...again, you're trying to give ranked up abilities in a custom weapon. This will not work. If you're looking to gain a benefit to jutsu rank, or an attribute, the weapon has to be MUCH more complex and carefully thought out.
2. Again, 1 chakra point to remove the need for hand signs? That is a Chakra Control benefit, and not one likely to pass within a custom weapon. Besides, what about the gauntlet would even make that possible?... doesn't seem to make much sense.
Lastly, your RP Sample has very little to do with displaying the Weapon's uses and a lot more to do with you displaying how your character fights with them on. These are two separate things. Your RP Sample should highlight the abilities of the custom weapon and display how they can be used.
For example:kuro-uchi Raynn uses both gauntlets abilities to use Kirigakure no Jutsu (Hidden Mist Technique) before preforming a backflip into the forming mist."
...also, you're still doing what I warned you not to do with your RP Sample. Reading it is like reading an instruction manual. "First he did this. Then he did this. This happened. Then the enemy said this. Then this happened." Your Roleplaying need to flow better.

 Name of Weapons: Ikarikuruu (Left Hand) & Tsume (Right Hand) Who Owns the Weapons: Raynn Shouran Where it Was Found?/ Who Made it? Raynn's Grandfather fought in the last Great Shinobi War and used this pair of gauntlets unique abilities to devastate his foes. Raynn then modified the Gauntlets to fit his one of a kind combat style. Range: Each claws is two inches long Weakness: The underside of the Gauntlets offer no protection and require maintenance to keep the sheets sliding smoothly Weapon Description: They are collapsible and start as a rectangle of steel under the wearers arm. When activated they spring out and around the arm forming a layer of steel armor that then extends down the arm to the hand and fingers. When the metal reaches the end of the finders large claws shoot out two inches over the end of the fingers. The metal sheets are comprised of a tungsten and steel alloy that is both lightweight and extremely tough, it also has an extremely high melting point. Special Properties/Abilites: Activates at the cost of one chakra point Rp Sample:Ninjutsu/Genjutsu used: - Kirigakure no Jutsu (Hidden Mist Technique) - Bunshin No Jutsu (Clone Technique) Taijutsu used: - Vicious Elbow ((First Sentence)) - Skullcrusher ((Where he dropped the man)) - Rolling Thunder ((The trip then attack)) - Fox Fire ((The rapid slashes at the man as he was on the ground)) - Fox's Paw ((The trick with the clone)) - Impaling Strike ((The attack after the trick with the clone)) Raynn blocked the man's strike with Ikarikuruu and spins jabbing the man in the ribs with his right elbow. Raynn leaps back and drops into The Fox Stance and eyes his opponent carefully. The man struggles to his feet and falls into a more defenses stance waiting for Raynn to make a move. Raynn dashes forward swaying from side to side but trips and falls to the ground. The man relaxes being slightly confused. Raynn takes the fall and rolls before springing into the air and slams both his feet into the man's face. The man puts up his arms in effort to block the unexpected and lightning quick attack but only succeeds at having his own arm break his nose. Raynn shoves off the man knocking him to the ground stunned and in pain. Raynn catches himself and presses his attack by instantly leaping back on the man slashing and clawing at his face, chest, and arms with the claws on The thief and The Knight. The man manages to shove Raynn off and end his savage attack. Raynn uses Kirigakure no Jutsu (Hidden Mist Technique) before preforming a backflip into the forming mist. The man stands holding his nose and spins around trying to locate Raynn when he hears very faint and distorted footsteps from his right. He spins and squints seeing a shadow sprinting towards him. He punches at the shadow blindly hitting it in the center. The shadow bursts revealing Raynn as he leaps from behind the clone. Raynn dashes right of his clone at the last moment and lunges at the man stabbing into his throat with the claws of his right hand. The man grasps at his neck as Raynn kicks him in the chest dislodging his claws before releases the Hidden Mist Technique. The man falls to the ground gurgling blood and grasping at his throat. Raynn wipes his claws off on the moist grass and retracts the gauntlets before leaving the man to his fate.

 Name of Weapon: Mekajiki [Sword Fish]
Who Owns the Weapon: Hirokatsuo Nishimura
Who Made It?:
Years ago a man named Neku Nishimura of Kirigakure crafted this weapon based on his fetish with swordfish. It was a simple model which conducted electricity, not as sophisticated as it is now, and he gave it to his son who was a ninja. His son, a ninja, realized the true potential of this weapon with its new cutting power after charged with electricity, and he expanded on this. He made the blade tip sharper, more like a swordfish, more like it is now. In war, the son discovered it cut through Suiton jutsu with its new physique with said electricity and without. It also assisted in helping the Nishimura family defend itself against Kirigakure-nin in the time of 'The Bloody Mist'. Years after, this ninja passed it down to his son. His son also saw potential in this weapon despite its great cutting power already. The grandson of the creator was able to manipulate his chakra over the blade to make a chakra coated tip over the blade, increasing the cutting power even more. And through further changes and things like this to the blade, it is known and has left its print in history with the Nishimura family. Later, it fell out of use for some years, and came back into reuse after the Fourth Ninja War.
Range: Melee
Weapon Biography:
This sword has been known by many.. Many whom are now dead, and more. This weapon has been passed down the line in the Nishimura family residing in the Village Hidden In The Mist. The sword is said to have a million dollar bounty on it, as well as its current wielder of that family. It has been to every country, and killed many men. It is one of the seven legendary swords which are apart of the Seven Swordsmen of the Mist. It is known by many names, and many speak of it as a legend and have dubbed the sword,"The Second Coming of Hiramekarei" or "The Single Kiba" and its wielder as "Seven [7]" because the wielder of this sword is always young when they attain it (around the age of seven), and the sword is the seventh sword to join the ground of swordsmen at that time. It is, truly, a blade that lives up to its name.
Weakness: Mekajiki would be left harmed if hit against a rough, non-biological substance. Meaning that Earth Release jutsu can harm it, even if she is coated in Raiton. A B-Rank hit to the tip would cause it to break halfway. Anything weaker than a B-Rank would break the tip on three hits. And higher jutsu would break Mekajiki completely, leaving only a few inches of the blade left, not including the hilt. Out of combat is the only time when Mekajiki can be repaired, using 5 chakra points from her wielder to cause the blade to come back to it's original form. A piece of the blade must always remain to repair it.
Weapon Description: Mekajiki looks like a normal katana with the exception of the guard, the decoration of the tsuba is 4 pointed star, which is taken as 4 flat swordfish nose. The tsuka of the katana is black. Though she appears to be a normal katana, she is not. The blade itself feels far smother on her sides, made for sliding through things after they've been pierced, while the tip and both sides of the blade are sharp and also made for piercing into things. The tip is that of a swordfish's tip, sharp and made for easy piercing. It is said that simply placing your finger on the sharper ends causes instant bleeding. Because of how dangerous she is even by being scratched she is kept in bandages in the sheathe to keep the wielder safe, just in case.
Special Properties/Abilities:
[Combat & Standard Ability: Melee Range Combat] This the only one of Mekajiki's abilities that have no resemblance to others is when she is extended. "...its streamlined physique allows it to cut through things, as in human bodies or water with great ease and agility." This is what one of Hirokatsuo's father's friend said to him as Hitokatsuo began his training, and it truly lives up to its title(s). Mekajiki is highly water resistant, even able to cut through Suiton ninjutsu one rank above her wielder's rank, stopping the ninjutsu in its tracks. Her natural design is made to decimate Suiton jutsu all together. Her shape is all custom made for human bodies as well, cutting through them with ease.
- Cutting through jutsu below your rank: D-rank, Costs 3 Chakra and 2 Stamina... requires a 1 post cooldown before being used again.
-Cutting through a jutsu at your rank: C-rank, Costs 5 chakra and 3 stamina... requires a 2 post cooldown.
-Cutting through a jutsu (up to one rank above your own): A-rank cost, 10 chakra and 7 stamina... requires a 3 post cooldown.
Cooldown must be respected at all times and the user cannot use this ability again until the required posts are fulfilled. So, if you slice through something above your rank, you cannot slice through something below your rank until the 3 post cooldown is completed.
[Ability: Long Range Combat] Mekajiki is known as,"The Second Coming of Hiramekarei", for a reason as well. Her wielder is able to change her shape with chakra. Although, not in the same method as Hiramekarei was able to. Mekajiki is able to extend only (up to a maximum length of 2ft).
-This will cost 2 chakra and 1 stamina to activate and an additional 1 chakra and 1 stamina to maintain every post afterward.
[Standard Ability: Excitement] This is the last ability of Mekajiki's that has been compared to a former sword of the Seven Swordsman of the Mist. Mekajiki is also able to channel Raiton through herself,allowing her to be called "The Single Kiba". Once per battle, while in mid-battle, as the fight has gotten intense, Mekajiki becomes excited and is coated in Raiton Chakra, because it absorbs the chakra itself, it only costs 7 chakra points and no stamina to use this ability. After that, Mekajiki will just vibrate and feel lighter. It will also seemingly attack by itself rapidly. This ability causes even the normal attacks from Mekajiki to be 1 rank higher on speed. Also, because of it's vibration every attack will appear in a double-vision to the opponent, causing their evasion to be lowered by one rank. -This ability lasts two posts, with a five post cooldown.
