Looking at everything mission-related, it seems like it's far too easy to acumulate AC and rank up. I mean, just rattling off a few missions turns a Genin into a Chuunin, so is there really a point to having a Chuunin Exams thing anymore?
So I propose that the AC requirement to rank up be brought up, not to an insane degree, but higher than it is now.

The AC system is for those who usually miss the chuunin exams but wanna still rank up so it would be awful to raise up the AC requirment...

It wouldn't be awful, it'd just take longer to go from rank to rank than it does now, which is far too easy. Cancer is awful.

A major problem and concern:
Part of the reason Yo-ko had me join this guild was that "it was the only naruto guild that well organized, well run, and with good systems" that he had ever enjoyed. Now after all the "reconstruction" going on, it feels like the guild is more or less shutting down. Can we at least finish one project before starting on another? I feel like the guild is shutting down cause the systems are all over debate.....

I think we should work on more important things than Summons, but not shut down stuff whilst doing so.
Like working on one thing first, then slowly implementing it to see how it works with the guild. Like the Bijuu and Junchurikki. or maybe the main and sub-class system. Hell, I'd love to see Curse Marks and Implants finished and for use.
Also, I propose we close villages with too many shinobi to promote growth in the other villages. Without a buncha people joining Kumo or Suna, Konoha and Yuki can get some members.

We have 12 people counting the Kage and 3 of those are basically niactive right now. All those other jokers made characters to learn 2 jutsus and leave.

Have someone in charge of a sort of Villains R' Us type of set up.
We need more antagonists rather than just what we get now!
Someone in charge of sending generic ninja to mess with those on missions or something.
We needed definitives treaties! Which villages are against which?
What is life without conflict and struggle?!?

As does Konoha. Besides all of that, most, if not all, of the shinobi in Suna are above Chuunin, most being in the Jounin-Konin range, thanks to the hyper-active mini-arc stuff just churning out AC like it's free. Yuki doesn't even have an actual Kage, just an NPC. So yes, other villages deserve members more than Suna and Kumo. And for the villainous aspect of things, Haru, just ask someone not on the mission to throw down an on-the-spot villain. I myself don't mind NPCing some generic shinobi to mess up your missions. Or do you mean named villains? Then we gotta do a lot more work.
