Edit: Also, I hope you guys have permission to use some of the stuff here. Since I recall seeing the exact same thing in other guilds.

It doesn't make a difference whether your the head or not, but I believe you will have to get to jounin first. Not really sure.

No. They have the same chakra levels as everyone else. They are simply either the strongest or most experienced of the bloodline.
