It's the only way to be sure, and... it keeps them from using civvies against us.

Cosmic Queen Rubi As a matter of fact yes. I have just intercepted a plot by Zuru. Though I am not sure what the set up was meant to do. No doubt gather energy for his master... After a tough battle..and this fool is tougher than he looks...I have gathered very little intel. Here is what he was willing to tell me: "My Master is the pure essence of Misery and Grey! His name is unworthy of words, His power is great...And for him I will destroy you and Find the Princess of the moon! We *will* gather energy for our master!"
