{Hey Jessica, so I took a look through your profile and I have a few notes:
1) We have a new profile format so it might be a good idea to transfer the information you have here onto the new format
2) You need to add in your total chakra points (if you decide to use the new format then the 'chakra points' section will already be there but if you decide to keep this format, it goes just after the 'chakra color' section)
3) Can you please add links to the posts in which you learned your jutsus?

You honestly need to put a link for every jutsu that you learn? That's stupid. It's called trust. And if someone notices that someone didn't make a post for the training, then report them. Simple.

Hana lived alone for most of his life in a small village outside of the Sound village. he became very addept at fending for himself and warding off unwanted visitors. Hana slowly became aware of his ability to use ninjutsu so he decided to move into the main Village of Otogakure to join the Academy. Hana graduated from the academy at a nice young age and has been working hard to get to Chuunin rank. Hana keeps his last name to himself and uses his middle name as his last name seeing as he found out that he was related to the Otokage and wished to keep his last name a secret till the time was right. Hana has always been a really quiet boy and only talks when necissary. Hana always seems to be mistaken for someone else lately. Hana recently has left Otogakure and come to the sand village with Rosarian, For now he has decided to stay within the village seeing as it is not very safe for him to be out and about in the world yet. Hana finally decided to leave the sand village after a while and is now traveling around the world again. Suddenly Hana returned to Otogakure for the festival and became the Otokage fairly quickly, this surprised him but he desided to accept the offer and return to the village.

→ Paper Shurikens (D)- One of the first paper abilities Konan learned was to make shurikens out of paper. Her ability to control the the properties of paper makes these projectiles extra sharp and swift.
→ Paper Clone (D)- The user make a clone out of paper, the clone has an actual substance and is completely hollow. Can only be destroyed by shredding it to peices or setting it on fire. It can fly and float due to it's paper affinity.
→ Paper Butterflies (C)- By turning her body into millions of paper butterflies, Konan has the ability to conduct surveillence over a wide area, simultaneously observing multiple sectors.
→ Paper Concealment (C)- A special ability that allows Konan to compress her paper body onto any flat surface, making her essentially undetectable.
→ Paper Airplane (C)- A more aerodynamic form that Konan can fold her paper pieces into. It is used when Konan needs to arrive at a location swiftly.
→ Water Resistance (C)- The user makes a thin veil of chakra over their paper creations, allowing them to be used underwater.
→ Paper swarm (B)- This attack swarms the target with a storm of paper that bind the body in tight layers until the target cannot move.
→ Paper Weapons (B)- Konan was first seen making a spear out of a coil of paper, but it is likely that she can make any type of melee weapon using paper.
→ Paper Form (A)- Konan has the ability to transform and separate her body into thousands of pieces of oragami paper. Each one is able to fold itself into whatever form suits the mission. It also appears that she can take critical damage while in the paper form and still reform her body using scraps of paper.
→ Paper Wings (A)- The wings are more for show since Konan already has the ability to fly and hover in her paper form. Konan can perform an attack with the wings by launching the blades of paper in its structure down at opponents below.
→ Paper Dragon (S)- The user turns into a ferocious dragon made of paper. The scales can cut anything that touches it. When flying, a shockwave is sent from it for about 10 feet, rendering un-touchable.

The most seen Paper Snake is one that Hana Tsuchikage summons to his aid which looks like the boss snake summon Manda. this snake can use up to four paper jutsu that Hana knows before he disperses in a burst of smoke and paper.
(This Jutsu does not count towards a Summoning jutsu but is instead a regular technique that is unique to the Oragami no Dara bloodline and is only usable by the members of the bloodline.)

What am I suppose to do with this? It makes NO sense... ZERO, for you to suddenly BAM!... be the Otokage.
Your character was Rogue... then rogue again... then almost tertiarily rogue... and now Otokage of the original village you went rogue from.
I really, honestly, don't know what to do with this. To allow you to be a Kage level character/ the Otokage, out of nowhere, from a Genin makes so little sense that you couldn't hope to legitimize it in the RP without creating a new character.
Why did Tenshi select a Genin?

What am I suppose to do with this? It makes NO sense... ZERO, for you to suddenly BAM!... be the Otokage.
Your character was Rogue... then rogue again... then almost tertiarily rogue... and now Otokage of the original village you went rogue from.
I really, honestly, don't know what to do with this. To allow you to be a Kage level character/ the Otokage, out of nowhere, from a Genin makes so little sense that you couldn't hope to legitimize it in the RP without creating a new character.
Why did Tenshi select a Genin? he selected a Gennin because our village Sannin Ronnel hasnt been active at all... and the fact that he knows that i can handle a village by myself... ive had characters that are only 13-15 years old and they have been Kages or Sannin rank... sure they dont seem like they are old enough to run a village but if you give them a chance then it is possible.

He shouldnt be promoting anyone to anything he is not been givin the ok to become the Kage of sound village. To be frank it is rather retarted to have a genin be promoted that high, if a Jounin were to attack the village he could kill te Kage with almost no effort -.-
But that is only my opinoin of course however untill Cobra gives him the ok on his level up then he should be acting as Kage and if he is you should let Cobra know. Not to mention his profile is in the wrong format.

@Havik: Cobra approved my moving up to "Otokage" but he is giving me the Rank of Special Jounin/Otokage so that i dont have the same Chakra as a Kage but i still have a lot as a Special Jounin and im still the Kage of the village..... and my Profile is in the old Original format seeing as you changed the format recently.

Well then it seems as tho I was wrong, but your profile should be in the new format myself and everyone else have transfered their profile, well those who have ranked up have anyway.
