The scroll of Water Release was nailed to a tree, depicting a small list of the techniques to be learned. Thanks to his Senju heritage and the potency of his Rinnegan, coupled with his training a an ninjutsu user Kingu believed he would quickly plow through the skill's and then set to work on learning techniques from the other elements. Suikusari no Jutsu (Water Chains Technique)

Description: Creates chains made of water and binds the enemy's ankles and wrists to make them more vulnerable and less mobile. The enemy can still perform normally if he is strong enough to move.

Description: A highly effective cover technique which blankets an area in a thick mist, confusing the senses of the enemy. Unless the user is trained to fight without the use of his vision, or has learned the technique to see through the mist, this doesn't not provide a significant combat advantage. The mist swirls about, confusing vision and distorting sound. Visibility is cut down to three feet. The mist lasts for 3 posts, plus an additional post for every 10 points in Reserves the user has. It is important to note that this mist is non-natural, and obstructs the view of even those using low level techniques (stage 3 or lower) to attempt to see through it.

His slim fingers found their usual equilibrium in the high speed execution of handseals. The molding process was alot different when comared to other elements. Water was available virtually everywhere in the ninja community so it would be assumed that he wouldn't have to waste as much time molding chakra to bring together water molecules. However considering the sheer amount of water molecules required to create a tangible effect was what really had Kingu spending so long tinkering with variable sequences. [1]
Satisfied that enough chakra had been properly molded the shinobi began the final sequence of handseals, simultaneously drawing upon ambient moisture from his surroundings. Although the molecular movement was invisible to those without a well trained eye Kingu's Rinnegan easily identified the chakra pattern associated with Water Release and he was able to expertly guide the water into a tangible form in order to envoke his jutsu.

The Water Binding Chains burst into existence with surprising speed, eigh fluid links sliding around various branches of a dying tree and then crashing into the ground to properly anchor it in place. The sound of cracking branches permeated honed ears and Kingu found that release the final handseal did not end the jutsu, allowing for a sudden followup attack to defeat his enemy. [3/3]

The next jutsu would be harder and easier at the same time. His training as a ninjutsu specialist in conjunction with his venerable doujutsu allowed him to learn and master jutsu at record speeds, even at his young age. With his growing familiarity with the Water Release it was no surprise he would come across techniques that altered the physical properties of water. He determined that in order to generate mist he first needed to gather a wide yet thin layer of water molecules to cover the area. This was done through swift execution of specific handseals. [1/3]
The next step was bringing the water molecules into fruition without keeping them in the same physical form. To do this he must increase the movement of the water molecules during the molding of his chakra, eventually generating a faint gaseous effect until finally, on his final handseal the mist would begin to appear.
The thick mist would blossom violently from his body, swiftly covering the area in a virtually impenetrable shroud that even impaired the users vision. The shinobi released his handseal and swept his hand in front of him. The limb was faintly seen but thanks to his Rinnegan he was able to pinpoint even the smallest of chakra signatures from a distance.
