How about the beloved Gogh Reed?
I would give it a Normal... or a ??? type (Like Arceus).' S U C H ' ' A ' ' D R A G ' Um technically Arceus is also a normal type (only second normal type legendary beaten only by Regigigas) But with its ability to change types according to the plate makes it everything. Though it is strange that is has a form according to the ??? type (which technically does not exist) through a hack.

Maybe the Gogh reed is like ditto. It can be other types because it can copy them.

I'd say normal.
Because Dander is not dirt, but dust. Dust screams 'Normal' to me. ;;;
