Thought Dump!

I'm still going for a multi-purpose city here...

Supposing we go for a city that floats; it's going to need engines to power it through the water, and they're going to produce a fair deal of smoke, right?
And while we're at it, so are all the other coal-powered devices that will undoubtedly be around the city. So what I was thinking was, each of the two engines (i.e. one for each side) would have one massive chimney - into which would also be channelled the smoke from the various other buildings.

These would then be of sufficient size [i.e. very tall and wide] to take the smoke well away from the city. So we're dealing with some pretty heft chimneys here, so why not use them for other things? They're pretty high up - so why not make them docks for airships as well? Note: There will be docks elsewhere too. I can imagine them being built much bigger than they need to be - the actual chimney part running through the middle - with all manner of dock buildings built into the side. This would also ensure the airships are well away from the smoke for the crucial docking stage.

While we're at it; the smoke-stacks would have plenty of filters in them to get rid of most of the soot etc.
Also, the flying section would be well above the height of the chimneys - so would not be constantly bathed in smoke.

The leading idea I have right now is something which incorporates flying/floating/submerged sections readily. Does anyone have any objection to that?

Besides a floating city, I've also been musing (mostly for my own benefit) about a town set into some tropical island - submerged sections near corral, moving towards main buildings on a beach, up to airship cocks on the mountains. However, this is rather a small affair - which I'm thinking would make for a good pirate/mad scientist hide-out.

I really am rather torn as to what this city/guild should actually be - there seems to be a fairly even divide between the notions of a water-based and an air-based city.
Personally, I think a floating city is by far the best idea - more feasible, safer, more in-keeping, (I think) more interesting in it's own right (rather than 'Hey look! It flies! I don't care about anything else'). Plus you can have nifty underwater bits. However I do love airships and that, so flying cities are tempting too.
How do people feel about the flying-bit-tethered-to-floating-city idea? Bit of both? I'm not sure about a city that does both fly and float (or sink) readily, just doesn't seem to sit right, but is that just me being silly?

Maybe a big tower in the city center that goes up to a huge airship port? If it's a stationary city that is.

Currently I've got two towers at the back of the city-ship that serve as the 'main' airship docks [although there are others connected to various buildings etc.] - but also serve as the main chimneys for the whole city, thus keeping smoke (already quite filtered) away from the docking airships.

Or perhaps an incredibly tall floating city, with the grand skyscrapers being connected by walkways? We could extend them underwater, which means the rooftops can be the ports and gardens (and maybe some underwater sweatdrop ), the buildings can be both residential and commercial (with ports for regular steam boats and submarines, and the underwater section for storage, weird science stuff, a prison, a hospital, etc.

It wouldn't fly or sink readily. It would take quite a lot of preparation, both crowd control and mechanical setup.

But I think the flying/floating hybrid is the best bet.

I rather like the cliff city idea. I had one similar in mind.
The city would be housed almost entirely inside the cliff. On the top would be a single small building, a trading post/airship dock.

I don't think the underside should be relegated to just labs, but also with some places for the general public to come and observe under sea life.

I mean, if you pass by a coral reef, people are gonna wanna see it, and not just scientists.
