Mostly Nina, after the Whole "Princess Euphemia, oh baby!" Thing, I would tell the tv to shut up every time she talked. It's like, just get out.
Diethard wasn't creepy, I just really hated his guts. Oh, but does anyone remember the scene where he was laughing and swining his arms? God, I laughed so hard!
Rolo....well, it's already been "spoiled" so I'll just say it. I got really mad when he killed Shirley. She was so nice! I cried! And he was sort of an idiot, oblivious to Lelouch's plans...
Mao and Lloyd? They're my babies! My little white-haired hilarity machines! gonk

I don't think Nina's creepy, I think most people who think so are a little homophobic on the yuri side. Sexuality aside, she's reletively normal except for her OBSESSIVE OBSESSION with Euphy and her weird facial expression.
I'd have to go for Mao. I know it's not his fault, but his insanity is still very disturbing. Though I LOLed when he was holding that chainsaw and trying to cut CC up. Then I was disturbed.

I'd say Schneizel is pretty creepy- he looks all innocent with noble intentions, but really he just thinks of dark thoughts about him ruling the world!
