As long as there's been a month (with breeding raffles in it) since the breeding, I believe she is allowed to breed the couple again, despite the foal's lack of growth into adulthood. Eve's couple won in June, and therefore could not breed in July's, but now can since it's August.
Edit: Though if I'm wrong, I would appreciate it if someone would correct me.

whoops, a bit late, but closed to all new couples. :3
I have to go out driving for an hour or two, but when I get back I'm going to check the co-ownership agreements and mating permissions threads etc., finalize the rp contest/ms. mr. pageant winners, then randomize as soon as I can.
