Well, I've said this before that most taijutsu do not require any chakra at all. In fact, there is no S ranked taijutsu existing; good thing I made some up.
In any case, I liked Takumi's idea that new jutsu would be make during or after story arcs. It has more of a feel to it.

You know, something just hit me right now. It would be freaking funny and weird if there was a freakin' ninja turtle showing up out of nowhere right now in one of the villages. After all, we are all about ninja.
