Yeah, it's open for Gym Leader, but not for E4.

I don't think you can specifically apply for E4, I think its more of a promotion for being awesome, haha.

well then, good luck on the spot.
persoanlly I'd never try for the dragon gym, at least not til B/W came out, with the short supply of dragons, and even less with most of them beign uber... you really don't get much selection.
but, if you want suggestions, I'd highly recommend a heatran or empoleon for your gym, they both 4x resist ice, and resist dragon 3nodding
