It helps to take into account character personalities when trying to deal with them. o wo Ryofu responds very positively to those who are in support of her interests (i.e. looking good in Balmung's eyes). Not so much to anything she thinks would make her look worse. You have to think about who you're talking to and how they respond, not just yourself, if you wanna make friends.

Yatsuda is somewhat self-centered, but he thought that the one woman was very forgiving, and was highly thankful. He thought Ria was pretty and that Ryofu would be a stand-up gal if she relaxed sometimes. And the people who she worked for should be happy to have a dedicated worker, but give her some time off.

and That Yatsuda really is hardheaded? just give him a lead somewhere else for his goals, and he will leave Ria and Ryofu alone

They wouldn't know to give him leads, though. What they know is that he came into the shop holding a bottle of alcohol and claiming to be lost, proceeded to claim he was there on purpose to get a book as a present to go with the alcohol, summoned up a demon in a public area when the existence of demons is not supposed to be publicly known and has otherwise been foolish, rude, and ill-mannered. In front of Mokou.
As far as they're concerned, arresting him and throwing him in a cell for at least a few weeks is a perfectly appropriate response. o wo What makes you think they have the slightest interest in furthering his goals or helping him in any way? Or even being nice enough to get him to leave instead of simply subduing him as punishment for bothering them?
