Kuro - in a badass, scare your mom, make your dad say "cool" way. mokona is indeed an "it".
if moko-chan tells you that CLAMP no kiseki clarified it,
1)CLAMP no kiseki makes alot of mistakes. seriously.
2)it has been discovered by me that also, in that same volume of CLAMP no kiseki, mokona is also called in its character profile an "it".
so hah! ah ha ha ha ha ha!

this is the third time some one has said those.,..words....
but...thats just your guys opinions. i wont kill you for thinking the way to you. maybe.
anyways, to answer your question,
no, its not true.
there are rumors, and funimation(the company rumored to be licensing tsubasa) is telling other people to stop making fan-subs, but as far as we know, its not official.
moko-chan PMed me, and told me that in NEWTYPE USA(this magazine),
there was a list of animes they were hoping to be licensed. tsubasa made its way to that list, thus assuring us that the "tsubasa anime in the US" thing is currently just a rumor.
