Arrows; Love the username. As for starting stuff, it really depends. A lot of the basic stuff is more "I need the band to practice it." Bloodline stuff though, I treat that as you have access to that right off the bat. Since... well, it's your family.

Thank you~ & That means I can learn bloodline stuff on my own... but why do I need permission to train regular jutsu? Seems weird tbh. And do I need the Kage's blessing for every D-rank mission I wanna do? D:> I'm gonna be a regular in his office, I can feel it.
