Eh, when we joined ROTS, he was relatively active in Elites. So I guess I really didn't take that into consideration.
If someone where to join the Irigakure and became the strongest, would they become kage?

I just realized my goal has been set I know have three kages, well technically two I'll wait a little bit longer to make my last character the Kage... I only have one goal left and that is to chop Drago up into pieces

I'm sure they do...
but I have nothing to gain in staying in the cloud village anyway, so I might as well join another village and maybe get the title of Kage instead of staying in cloud and gain ..nothing xP
