Ahh....hmm...have you ever judged matches in a tournament situation? Deity could use a few extra judges, and you seem like you'd do nice'n fluffily, if you're interested... . =;;

Never officially, but I have done some judging. I've even done it in real life for debate.

I think I know what it is. It's for the gift boxes and chests that float around your screen at random.

I think its used for special events and/or announcements...maybe. Haven't had the energy to look/ask around.

Probably. Still, I'm not used to it. It's the only thing about this new layout that irks me any.
That and the whiteness. the sheer, empty, cold whiteness....so much blank space...
