They don't read it because it's treated like ToS.
They think they know the rules by assuming that it's just the basic rules like...
Keep it PG13 Don't harass people. ect, The basics.
So they don't bother. xD
Though if they just took the time to go through it, they'd find it pretty useful. v.v

Yeah, I personally cannot stand it when people don't read the rules, or rulebook in this matter. It happens to me every time I create an RP. D;

The rulebook only gets a topic in it when there is cause enough for me to make a ruling on something. They get updated if a situation arises where they need to be. Other than that- I let them sit.
I'd suggest going to re-read a topic when involved with it. (Read illusions if someone casts an illusion on you for example) -Van

I feel for you Van, that's why I've never created / captained a guild, not up for maintaining that many different aspects, I can barely captain / man one forum at once, much less a whole guild.
