Nono, Clockwork is Jacob Linet, who's got the clock in his chest. Obviously.
Tom is going by Nemesis in heroic circles currently and was formerly a serial killer. But he's so badass he never got caught.
Tom is married, Clockwork is... single! But Ivy spurns him. Makes him sad.

No, you'd always make notes here and there about Tom whenever said something about Ivy. Like if I said Ivy's man hunting, you'd cough and say Tom was single. O.o
She shot out of her seat and stormed over to Two-Face snatching his drink from his hand. "God damn it Harvey, leave the spirits alone!
