Alicia Joana I will make a poll and see if i can bring back the Rain Village. But again, why does the rain village need to be up for a rain nin to teach rain jutsu's? =/

What you are is a ex-rain shinobi since the rain village is no longer up and therefore, not really a village anymore.

You should unlock the Rain village, and then become the Kage of it, since every single Rinnegan bearer as of yet (in canon) has been the Amekage. xD
