More active people at least. Though that just seems to be an issue here.
I know they've tried lots of things to bring people in.
I know I'd be in more often if they made it so I could subscribe to threads within a guild and get notified when people posted in them or when you got quoted.

I think lots of people have made proposals to get that done, just that they never go far.
Hopefully gaia will come up with a feature like it soon <3
I think overall guilds need to be rehauled
I'd like a quick reply option in guilds as well
