Then why wasn't she made a Lieutenant earlier ? I thought if that was the reason, she'd have deserved it way earlier. I was wondering if she got a special power or something from the 12th division (as that was the first thing that came to mind).

 Because the character is not all I consider in a new Captain. I take into account personality, RP skill, activity, how easily they can be teased, etc.
