Since the Ryuugan Eye has no attack moves what so ever. Would it be possible for me to make made-up for it that provide it with semi- attack powers?

Lol, maybe, but good luck getting something like that approved Raiken. The Ryuugan's forte is supposed to be knowledge. It doesn't need offensive attacks to be considered one of the strongest doujutsu out there. The sharingan may have offensive capabilities at higher levels, but it can only disect jutsu. The Ryuugan can gather all of an opponent's information with just a glance. The sharingan can see how to defeat an attack, but the ryuugan can see every possible attack before they are even launched. Thats a power that is unrivaled in any jutsu. It'll probably be hard to get them to approve an offensive ability on an ability that is already so strong.

Yuan- I know, I dont mean like that. I was thinking of making the astro projection become reality. Thats all. Like an exact copy taiking 1/3 of chakra to make a perfect clone that has 1/3 of the users total strength or something like that...idk
