No, the Elites construct a base where hopefully all members will be required to asign themselves to one of the bases. Base leaders will have command over those whom have been asigned to their base.

This'll be the first time in a week
that I'll talk to you, and I can't speak.
It's been three whole days since I've had sleep...
...'cause I dream of "her" lips on your cheek.  @Kitty Nope, it's only the admin (VCs) who can make the bases. Lord Verin assigned us each a name and once we construct it, the remaining members of our movement will be able to decide which of us to report to if they want. Etc, etc... Much more organized, like Team Rocket was. *just realized that I'm equal to an Executive rank again....and the same as Snappy twisted * @Raiu blaugh I got the point that I should leave you alone
but we both know that I'm not that strong...
