Unfortunately, Vincent would have absolutely no way to know where Jasmine was, until she had reached the restaurant she had in mind: Red Lobster. But once there, her alibi would be complete, and nothing Vincent could do short of illegal activities in public would be able to worry Jasmine in the slightest.
After a few minutes, both Jasmine and her Russian associate were cruising along in a compact sedan.

Vincent got a tip that she'd be at a resturant. He smirked and sat a few buildings away from the resturant. Can't get her for the shootng...but I can get her for blowing up a building and for almost killing me...again...for the bilienth time....I need a better choice in women...too bad Rose is taken...mmm....Rose... He day dreamed a little.

Jasmine and her foreign associate pulled into the Red Lobster dining restaurant and promptly entered. Jasmine had reserved seats, of course, so they were free to make their way to their table immediately.
One note: Were Vincent to try and arrest Jasmine now, at least a day after the building had exploded, he would be discredited in court for failing to report on Jasmine earlier. Because her name was, you know, not really Jasmine.

Vincent saw Jasmine and grinned. He stoud up and walked into the resturant.

Jasmine had her back to Vincent, and was busily engaged in an interesting conversation with her Russian associate, whose first name was Boris, about the qualities of Badminton racket types.

((His word against hers. If they've been involved romantically, as you claim, and as Jasmine will claim if he tries to arrest her, will render moot anything he tries to do.
In the court, the 'emotional attachment,' whether love or hate, will lead them to dismiss all evidence brought by Vincent. HA. I'm none too shabby with law.))

Jasmine turned her head around, frowned, then smiled. "Oh, hello, monsieur, won't you join us? This is my... fiancee," Jasmine told Vincent, gesturing at Boris. Boris grinned. "Tough luck, mate."
His accent was no doubt Australian.
