"I very much doubt that the Batman is here, Mr. Cobblepot," Savage replied slyly. "But be that as it may, I need information on two certain individuals. A young woman, answering to the codename of Sapphire Spider, and a young man, maybe a teenager, claiming to be the Batman, using a costume comprised of some HIGHLY advanced tech. As much information as you can supply on them both."

"I see..." Oswald mused, rubbing the bottom of his chin thoughtfully. "I believe I know of the two you are inquiring about. Both are rather illusive. I will be able to get you more detailed information on them after a trip to my office. Last known wearabouts, recent sightings, any gathered information. The woman...hasn't been spotted in Gotham for a rather decent amount of time. Months ago really. But...I'm certain she'd be found in New York City. That's where she's based at I believe. As for the younger 'Batman'....he's been spotted around Gotham much more recently. Not to long ago trying to fight a Black Lantern Doomsday I believe." he replied. "I can retrieve some files on the both of them from my office. The Bat you may get just as much information on as you would the "real" Batman, I'm afraid. Seems to have the same stealthy habits."

"A Black Lantern Doomsday..." Vandal Savage thought out loud. "He could very well already be dead, then. Still, I would very much appreciate all the information you can provide. You already know who I am, which means you also know that my money is good."

"Oh, I believe he's still alive. There were two Green Lanterns spotted at the fight as well. I believe they were the ones that picked up the fight and...well I'm not sure what became of the Black Lantern, but the fight ended with no casualties. The Lanterns flew off, and the Bat slipped out of sight again." he replied as he slid from his chair. "I'll be back in a few moments with any information I have on the two. Please, help yourself to anything else you need."

"I await your return," Savage said, raising his glass in a small toast to his host. He decided to wave the waiter back over to order a ribeye with asparagus; hearty food that still fit with the scenery. He wasn't expecting it to arrive before Cobblepot returned, but all that meant was a chance to continue socializing with someone he wasn't trying to simply use and throw away.

And he was right...Oswald did return with an envelope full of papers before the meal was ready to be taken up to him.
Oswald approached the table and slid back into the chair he had been in moments ago. With a small grin on his face. "Afraid I was correct about the younger Batman. There's not much on him other than his last sighting with the Black Lantern...and some speculations on his costume or "superpowers" as reports called it. He's had little to no confrontations with the law, so the majority of it is eyewitness. The woman...on the other hand...you may have better luck with. She is from one of the other universes...but fortunately some information about her made the trip to this world as well." Oswald said as he slid the folder across the table to Savage.

Savage began looking through the files with great interest. Penguin was correct, there WAS precious little on the young 'Batman'. But when he started getting into Sapphire's file, he grinned. He'd been looking forward to this one.

The files on Sapphire, were unfortunately rather informational. Some police reports for incidents when she and her team had caused damage to public property during a fight. Some newspaper and eyewitness reports of similar incidents. Both giving a fairly interesting look at her various powers, style of fighting, and the other heroes she was frequently with.
And then....there was another police report. One that was much later dated, and...seemed to be one that was meant to be well kept hidden. The warp in the universe probably explained why it was so easily accessible for the Penguin though.
This police report was about a woman that had been placed under arrest, finally after a few months of various crimes. Such things as robbery, vandalism, assault, murder... The woman's real name was listed, as well as her current and former aliases.
The Black Sapphire. Formerly known as the vigilante Sapphire Spider. The face on the picture attached to the file was very clearly the same woman he was looking for. But her hair was a little darker, well cut and styled. And the costume she wore was as dark blue as the color could possibly be. Black when the light wasn't hitting it.
She'd been captured and brought into police custody by the very team she once worked with. In such a condition that she needed to be hospitalized upon arrival. After that a full list of her powers were given, family history, siblings, children, current and former residences...just about anything the police could find out about the woman behind the mask. There was even information that was apparently added later on. Her associations to Richard Blackstone, how all files except for this one had mysteriously gone missing and no one ever brought it up, and...the woman's later sudden marriage to Blackstone. The file continued to list information...added by what could have only been a detective's hand.

As he looked through Sapphire's records and saw the codenames of other supers from her universe, he asked, "Mr. Cobblepot, if it isn't too much trouble, could I get all the information you have on her teammates, as well as this... Blackstone." He knew it wouldn't be any trouble at all, as all this would simply reflect on the total asking price, but there was never any harm in being polite.

"Not at all. It might take me a few moments longer to gather all the information, but it won't be any trouble." he said as he slid out of the chair. Then he paused and grinned as a waitress came back with Vandal's order of food. As the waitress sat the plate down on the table, Oswald headed back up the stairs.

Seeing that it was a waitress this time, not a waiter, Savage took notice of her, and asked her to stay and talk. If he played his cards right, he might end up becoming more of a regular here; one could never have enough childern, after all.

The waitress smiled and happily sat down to talk with the guest. She was only assigned tables on the top level, and right now, Savage was the only one sitting at one of her tables.
After a while, Penguin returned with another folder full of files. He patiently waited for the waitress to finish talking with Savage and resume her post at one of the other tables, then took his seat again.
"I found what I could. There is only a decent amount of information on a few of the names. The rest are about as lucky as Batman." he said as he handed the folder over.
Inside the folder was a...rather surprising stack of papers. Most of them had about as much information as Batman’s file. These were people that didn’t get caught by the police…ever for what ever reason. Their personal information was inaccessible…and only basic information about them as a costume could be found. A few of them had a more public identity, so a little more information was available. But still…not much. Government protection or something. Had to have been.
But…there were a few files that seemed to be marked as important.
A few people, who didn't seem to be in this universe, but still had some relevance to Sapphire.
Jove Kronos. One of Sapphire's former teammates that had been brutally murdered at one of Blackstone's manors outside the city. The body was never recovered, but the head was said to have been smashed open. Supposedly while Sapphire was in the home.
Alan Kenneth...a Blood creature that went by Poison. Reports that the two were in an on and off relationship. He mysteriously disappeared around the time she worked for Blackstone.
Arachnis...identity unknown. Leader of the group Sapphire was in. There were numerous rumors and shippings from their fans that they were an item.
As for those that were in this world...
Sun Wolf, aka Alexis Skyler. She was one of the heroes Savage had met before running into Sapphire. She, surprisingly, had quite the record on her belt. Before she became a member of Sapphire's little group of heroes, she could have very easily become a villainess. Robbery, assault and battery, arson...quite the troubled childhood. But, she had been spotted in numerous places recently. Older reports of her with the teenage Batman. Newer reports of her with a different man. Another assumed hero.
Roxanne Marlow, aka Shadow Spider. There was little about her past, other than something in the corner titled "clone". The small picture of her face in the corner gave a good hint as to what that meant. The face might as well have been Sapphires twin. Save for that rather dominant look on her face. She had been spotted around the city. Mostly around Gotham and New York. She had been seen hanging around Alex, Sapphire, and a few others.
The only thing about the man she was with was extremely basic information. Warp, and some unknown powers. Something about red and blue glowing lights and manipulating time. At least that was from one report.
Two young teenagers that went by the Ninja Twins. Sapphire's later police report could identify them as her younger siblings.
A Blood being that went by the name of Chaos. He had been reported trying to kill Sapphire Spider numerous times. Claiming that she had no right to call herself a hero, and was a murderer. Last sighting for him was in Metropolis.
Another foe that had been spotted in this world, that had tried to kill Sapphire on many counts, was a woman named Gossamer. She was last spotted in New York, but there were other sightings of her in Gotham.
And then there was Blackstone. Trim dark hair and beard. Fine tailored suit. Jeweled rings on his hands. There was a huge amount of his public life, funding buildings, helping to keep the streets clean, donating to every charity there was, but precious little of his private life. He was extremely wealthy...did numerous good for the city...his family life was utterly private. His relatives lived on other continents in his private estates, or in his manors outside the city. His wives and children were only in the public eye when they wanted to be, or when he brought them into the public eye. His entire family line seemed to take the same action. His father did a lot of good for the city, and was an extremely private man. As was his father, and his father before that.
What was known about Richard, was that he had been married twice. Or...three times...depended on which report you read. Once to an Annalise Graymort, and then to Misty. With Annalise, he had a son who had disappeared not long after his sixteenth birthday. He was never found, and his wife was murdered a bout twenty years later. During the incident, it was reported that Arachnis was the cause of the shooting, and the woman's death. A few years later, he married Misty.
In another report, it was claimed that Richard had gone under a different alias. That he was really Alexander Blackstone, and had been married to and Adel Condulmer years and years before. Their was only in the public eye for the first five years of his life. Then he just completely vanished from public sight, the same with his mother. It was suspected that the wife had become mentally ill after the mysterious loss of their son. That prompted Richard to take....unusual action, and he remarried under a different identity. That was a completely different report of course. The same one that claimed he was "immortal" and assumed the identities of his children after they reached a certain age to keep himself in the public eye without causing panic. And that he funded laboratories that experimented on humans. And that he had powerful body guards. And that he had a whole bunch of powers. And that his wife Adele was a witch that suffered a side effect of some sort and took up the alias of Edele. Or that she had just gone insane and he kept her locked up and out of sight in his home. And that his son with her had gone nuts and murdered his son with Annalise so Blackstone killed him.
You know....tabloid stuff. Nothing that could ever hold up in a court of law.
Oddly enough though...the name Edel Condulmer did pop up in this world. At least of a woman going by that name that owned a "Magic Shop" in the outskirts of New York City. And...a man of Blackstone's description was seen heading towards the portion of town the shop was located. In fact, that was the only sighting of Blackstone there was in this world. He truely did like to keep his private life private.

As he ate, Vandal Savage drank in the information, his eons of experience in dissemination helping him accomplish in less than a hour what most would require days to do. He chuckled as he read Sun Wolf's section. He also paid particular attention to the clone, and to Gossamer. And then he reached Richard Blackstone's section.
As he read it through, he stopped and re-read several portions again. He couldn't get over the fact that of it weren't for the picture and the charity, he could've been reading a file on himself. Especially the parts that to anyone else, could have been put down to tabloid conspiracy theories. To Vandal Savage, it was more or less his life, minus the powers. As such, he refused to discount the claims. He couldn't help but feel that if the two ever met, they would either become allies, or bitter enemies. There would be no middle ground.
As he finished both eating and reading, Savage slid the files back across the table to Penguin. "My compliments, Mr. Cobblepot. It would appear that my source undersold you. You could very well be the best souce of information in this Universe."

Oswald smiled at the compliment. "Thank you. I like to be well-informed of anything that could be of importance. I find that it comes in handy even if I personally have no need of the information."
